The albums with hits have lots of underrated gems. 2112 and Hemispheres are great places to start, though.

Somehow I don't think a GH compilation fits that requirement.
And if you think albums like Fly By Night, 2112 or Hemispheres have a lot of "filler" on them, you're even more tone-deaf than I believed.

If you'd like to discuss music, try to do so sans ad hominem and you'll be taken more seriously.
Rather than pick the few good songs per album, I recommended he just get a Greatest Hits which has them compiled. Honestly, RUSH only had a few bona-fide "hits" anyway, in the sense of Billboard chart toppers.
But I also liked "Presto" a lot, whoever recommended that one. That might not be a bad place to start.

Rush actually has had a metric shitload of hits.

And that's just the US charts. Plus, you've got songs like Working Man, Fly By Night, The Trees, Red Barchetta and Working Them Angels that although technically weren't "hits" still receive significant airplay.

I don't consider a track that can't go past #30 to be a hit, and I doubt the average FM radio/classic rock listener is aware of half of those tracks. That's what I'm getting at.

It's just my personal opinion.
Other than "Scars", no other tracks on Presto stand out to me.
Power Windows is over-produced as hell, but there are some good songs on that record, it's not great, but still better than Presto IMHO.
Vapor Trails I think is a great record.

- it's a tad underrated, only 1 minor hit (Closer To The Heart)...but containing a classic deep album cut (Cinderella Man) and a couple serious epics in Xanadu and Cygnus X-1. Very progressive, quite heavy.

If you are newbie to Rush I would recommend 'Permanent Waves' but it does not fit your criteria, since this album had radio hits on it, but IMO it bridges the gap between the more prog oriented Rush of the 70's and the more punchier/shorter songs that Rush would take on in the future.
toho mentioned '2112' also an excellent starting point and as toho stated if this album does not get you used to Geddy Lee's vocals nothing will.

I'd recommend my favorite Rush album, "Caress of Steel". Not any hits. Probably their heaviest album too. It's metal to me.
I'm a huge Rush fan though. I like all their albums.
My top 5:
1. Caress of Steel 2a. Fly by Night 2b. Presto (very underrated album) 3a. Signals 3b. 2112 4. Moving Pictures 5. Grace Under Pressure
