I chose Lynch because I’m familiar with him and he’s great. I’m not familiar with the other guy.

Furious George by a country mile. I enjoy most of his work. Except when he thought he was Limp Bizcut or something.

Pell is more of a Hendrix player, while Mr.Scary is a Van Halen guy.
I also went Lynch. But those who don't know Axel Rudi Pell, should check out some of his amazing ballads (also partially covered in the Jeff Scott Soto thread). But I'll just leave this here:

I wanted to go with Lynch, but realized it would be for sentimental reasons only. I went with ARP as the quality of the man's output since 2000 is, in my opine, far superior to what Mr. Scary has put out.

Lynch is an interesting fellow. He smokes in his studio work but there are many errors and punch-ins. Don't get me wrong, I'm okay with that, but watching what little live footage we have of him and talking with other guitarists who have been to Dokken shows in their glory days sort of reveal that Lynch simply bit off just an inch more than he could chew when it came to translating these studio pieces to live work. Regardless, he's fun to listen to and has a wonderful sense of melody (IMO the most important asset any guitarist can exercise), and is high on my list of influences regardless of his on-stage deficits. And his vibrato is wicked cruel.
Pell is really good, efficient, I dunno. He's okay. I mostly wanted to discuss Lynch haha. Now, enjoy some video of his early years:
