Without rolling eyes, can someone lay out the differences between Speed Metal, USPM, and Thrash Metal? I sincerely want to know how some view the differences.

I'm old. I remember when the terms "speed metal" and "thrash metal" were pretty much interchangeable. (shrugs)
Anyway, for my money, speed metal didn't get much speedier than vintage Raven, esp. the Wiped Out album. Tho I suppose they'd fall under the NWOBHM banner as well. Whatever.

I guess Anthrax's first album w/Neil Turbin on vox would fall under the "Speed Metal" umbrella. Their approach had changed considerably by the time they got Joey and released Spreading the Disease.

I personally don't find much use in distinguishing speed from thrash metal as many bands dabble in both styles on the same album. It's a subtle delineation that tends to generate more heat than light.

Of course, like all genres, there is bleed over, so some of it I do quite like, a track here or there, or some of the bands like Metal Church and Deliverance mentioned here who do not record/play this way as a rule, Megadeth as well. Exciter, as an example, would be one of the bands that I would like very little of.

In the city I grew up in those terms were definitely interchangeable.
