Savatage are the best at it in my opinion.All that I bleed is my fave by them.

Then I may suggest Sleeping Sun, Walking In The Air, Forever Yours, Dead Boy's Poem, and Sleeping Sun by Nightwish (unless of course you've already heard them). The last two are two of the most beautiful songs I've ever heard.

I don't consider Wasted Years a ballad. It's just a melodic metal anthem. To me a ballad is Summers Rain by Savatage.

Every ballad by Savatage is fantastic. Especially Alone You Breathe. I also like Iced Earth's ballads, as cheesy as they are. Watching Over Me is a great song.

The only reason I called Wasted Years a ballad was because it was slower and a little more somber than the rest of Somewhere In Time. To me a ballad is a slower deviation of the rest of the album that stirs up emotions in listeners that the faster and heavier numbers don't. By the way, Summers Rain is another of my favorties (I just didn't put it on my list because I didn't want to take up too much room).
