What would you name it? All the good ones were gone by 83. Sandy Duncan's Eye, Dayglo Abortions, Jerry's Kids, Jodie Foster's Army, Pre-Historic Jello Babies, Iso-Propyl Cheese Pistons, etc etc.....
I have come up with a few the last two days, that made me think of starting this thread. I have done no research, so maybe they have already been used up. Just a few that came into my way too unoccupied brain and the splinterpunk subgenre they would have fit into:
Dead Bodies - SE Texas hardcore Fa-Munda - Obviously, Wisco CheeseCore TableClothe - Ashville pre-post-hippster-punk [way ahead of their time] Top Scum - Fresno surf punk and, last, but my fav, here goes, fit this on a banner or drumhead: I GOT A ZIT IN A TERRIBLE PLACE, TAMPA FLORIDA - of course, this would have to be a band from Ontario, and not the states. London? Kirchner, Missapiqua [sp?]??? And, they would all have relatives with blue hair that they grew up eating hard candies with.

I do like Punk rock. It has that raw undisciplined sound and freedom. Motorhead and Girlschool walked that fine line. Many bands did IMO. You could even name your Punk band anything that you wanted - and fans would understand. " The Moped (small motorcycle) Mercenaries " " The High School Substitute Teachers "

Margaret Thatcher's Octopussy. Anarchy and rebellion. Or pop-punk.

BONDage featuring Pierced Brosnan
(Too bad it’s 1984, not 1995).

Add Freddy, an he can write some funny smart ass lyrics.
Freddy already wrote the most punk tune he could come up with [with the help of Laura Ingalls Wilder]:

1983 huh? The Mr. T Experience (I know that there's already a band called that, but I'd snatch the name before they got a chance to).
