Seconding Savatage. Sirens and The Dungeons Are Calling define testosterone-laden metal for me, and they're so underrated. Fates Warning's The Spectre Within and Awaken the Guardian need mention too, and early Queensryche.
EDIT: And Slauter Xstroyes' Free the Beast is incredible. All the energy of early Bruce-era Maiden and vocal theatrics of King Diamond, with some of the most progressive songs written by a USPM band.

I like Rob Rock as far as the newer Power Metal stuff. Judas Priest's Painkiller always had a slight Power Metal vibe to it too.

Rob Rock's solo stuff wouldn't exactly fit into the American power metal style, with the exception of the Holy Hell album maybe, but his Fires of Babylon band is pure USPM. Painkiller has a USPM vibe to it.

Metal Church is my favorite in this genre. Also love Vicious Rumors, Omen, Savatage, and Armored Saint. FOB is really good also. Might be my favorite genre.

(I kept it to only USA bands, though there are other bands that have an 'American power metal style as well - even though they're not American)
