What's the deal with those goggles?
Is it something like what Tool had?

I am not sure what Tool had, but these (once put together) work with a Smartphone or Android app to view the Dystopian world.

Two-Bit Thief - Another Sad Story...In The Big City
I used to have this some years ago. I remember it being kind of an odd entry into the lesser known sleaze group...like maybe some of the songs got thrashier on the back end? Or I remember the liner notes at least thanking a bunch of thrash bands. Been a while since I've heard it/owned so I can't remember clearly, but I do remember it sticking out a little from the rest of the similarly-styled pack.

Well, let's just say they magically appeared. I was either very good or very bad this year.

They were a nice surprise find for me. I was reading an on-line article about The Four Horsemen (remember them?) and they mentioned some other bands of that era/genre. Junkyard, Circus of Power, Little Caesar, etc. I saw the name Two-Bit Thief, but didn't know them. A quick internet search lead me to their debut and I was hooked almost immediately. Their cover of 'Folsom Prison Blues' sealed the deal.
The singer has a Jason McMaster/Dangerous Toys vibe to him. Fans of that sleazy/biker type metal would be wise to seek these guys out. Thankfully, I was able to find a cheap copy of their debut from Hastings. Got it for $4 and change. Your luck may vary. Looks like they have 2 other albums out as well that I'll probably track down eventually.

I know that Udo pronounces the name of his band as you-dee-oh, so the periods are appropriate. I don't know why he does this, but maybe he considers U.D.O. to be a band rather than just his solo project.
