Now, drummers come and go in most bands, but what band has changed Singers the most?
Iced Earth is on their 5th now, I believe.

More seriously though, Yngwie Malmsteen's been through a lot of singers. So if you were to allow him to count as a band for the purpose of this discussion then he would be my guess as to the most.

At least when it comes to heay metal bands, I don't think anyone can beat Bang Camaro.
They regularly have between 8 to 12 lead vocalists and I think the total number of vocalists must be closer to thirty by now.
I saw them on Conan O'Brien a couple of years back. It looks stupid, but I guess it's a unique approach. Every singer got like one tiny piece of the song. But they postured around like every single one of them was Freddie Mercury.

Don't get me started on those two, Ron Keel never joined Black Sabbath (thank Christ!!!!!!!!) but he did audition for him and Jeff ( Jesus Christ Superstar and young lover to Dali's wife, I kid you not) Fenholt sang on demos that eventually became 'Seventh Star' but he was never offered the job, which at the time would have been for Iommi's solo band, that later turned into Black Sabbath.
That jerk off Fenholt has been preaching for years that he sang for multi platinum band Black Sabbath, but he did not!!!!!!!!!!!!!

In anycase, Fenholt did ride the Sabbath name to success and it has always bugged me. His involvement in Sabbath was miniscule at best. I guess I can't completely fault him for wanting to be successful and using his experience to climb the ladder.

I read an interview where he could not remember having Jørn Lande in the band. He didn't even recognize the name.

That's because Jorn pissed him off. There's no way he's forgotten who walked out in the middle of the tour (along w/ John Macaluso) because they were not being paid what they were promised.

You missed one. Dave Walker (Savoy Brown) joined briefly in 1978 (during one of Ozzy's drunken hiatuses) and even appeared on TV with the band. There used to be a video of him performing an early version of Junior's Eyes with different lyrics, but it has since been removed from youtube. Here's a rough audio clip.
He sounds like he's trying to get a James Dewar (Robin Trower's vocalist) thing going, but alas it's not really working.
