I went to college with a guy that could do it. He said it was because as a kid, he had part of his large intestine removed because of a blockage or something like that. Don't know how other people do it, but that was his reason. Pretty funny guy, especially at parties. He reportedly lit a fart once, but I was not in attendance, so I cannot confirm this stunt.

I can control farts so they are the most dynamic when I light them. But I cannot fart on command. That is a talent reserved for the Gods.
