Help - in finding song / Band

I was wonder - in this vast knowledge of metal experts -
a song I used to love - in the 80's -
it starts off at a gambling casino - it sounds like -
and it's the Roulette wheel - ball is going about - lands -
and the someone - like a happy maniac yells -
" I did it ! I did it again !! "
and the song kicks in.
My only impression is - they weren't from the US -

Glad you found it brother! I am still searching for one I had on a mix tape years ago. I used to record the "Metalzone" on 94HJY back in the late '80's to early '90's. It was on from midnight to 2am every Saturday night. I would leave a tape running when I would fall asleep. I got half of a killer song that had a very Rage for Order era Queensryche vibe to it.
For years I have thought the DJ ( the late Dr. Metal, he died in the Station night club fire) said it was Heir Apparent, but I don't own any of their albums and have never sat and listened to all of their stuff on youtube. All I can remember is one of the lines said "Don't believe everything you read, just believe half of what you hear" or something like that. 30 years later, the quest continues.
